US citizens with a valid passport do not need a visa to travel to Puerto Rico for business or tourism.

US Passport Holder Travel Requirements
Puerto Rico is a US territory, therefor there is no passport requirement for US citizens for direct travel between the mainland United States and Puerto Rico. The travel requirements are the same as traveling domestically in the continental US.
Non US Passport Holder Travel Requirements
