US citizens with a valid passport do not need a visa to travel to Serbia and Montenegro for business or tourism.

US Passport Holder Travel Requirements
US citizens do not need a visa for tourism and business stays of 90 days or less within a 180 day period. You must have at least 1 blank visa page, and your passport must be valid at the time of entry.
